令和5年度食品等流通調査報告書の公表について（農水省）

令和5年度の食品等流通調査の結果が発表されました。この調査は、食品等の流通の合理化及び取引の適正化を目的として行われ、主な調査項目は価格転嫁、物流、商慣習、電子取引などです。本調査は853社を対象にアンケートを実施し、203社に対してヒアリング調査を行いました。以下はその概要です。

まず、価格転嫁に関する調査結果です。食品製造事業者や食品卸事業者においては、原材料費の高騰分を中心に昨年度と比較して価格転嫁が進んでいることが明らかになりました。しかし、労務費やエネルギーコストの上昇分の価格転嫁については依然として十分とは言えず、これらの適切な価格転嫁に向けた取り組みが引き続き必要とされています​​。

一方で、物流に関しては、物流の2024年問題を背景に、各事業者が物流効率化に向けた対応を急務としていました。アンケート調査によると、食品製造事業者や食品卸事業者、小売事業者の7割以上が物流事業者とエネルギーコストの上昇分について協議を行い、6割以上が「概ね反映した」と回答しています。これにより、一定程度の価格転嫁が進展している可能性が伺えます​​。

さらに、ヒアリング調査では、食品製造事業者や食品卸事業者からは、業界大手が率先して値上げを行ったことが値上げのしやすさにつながり、得意先や消費者に値上げを認めてもらいやすくなったという声が多く聞かれました。このことから、相当程度価格転嫁が進展している様子がうかがえます​​。

物流の効率化に向けた取り組みでは、トラック予約システムの導入により荷待ち時間が大幅に改善されるなどの成果が報告されています。また、パレットの導入が進み、共同配送を通じた積載率向上への取り組みが数多く見られましたが、コスト負担などの課題も依然として残っています​​。

商慣習に関しては、店舗納品期限の1/3ルールが依然として業界に根付いているものの、小売事業者の一部では改善の動きが見られました。また、電子取引の利用が拡大しており、取引の透明性と効率性の向上が進んでいます​​。

この調査結果を受け、農林水産省は、食品等の取引の適正化と流通の合理化をさらに推進するため、食品等流通事業者に対する指導や助言を強化し、関連施策の見直しを進める予定です。また、価格転嫁の進展を促進するため、各事業者には引き続き協力を求めていく方針です​​。

本調査結果は、今後の食品流通業界における課題解決に向けた貴重な資料となることが期待されます。各事業者は、この結果を踏まえて、自社の取引や物流の改善に努め、より効率的で公正な取引環境の構築を目指す必要があります。

Logistics Efficiency Improved Ahead of 2024 Problems, FY2023 Survey Results Announced

The results of the 2023 Food Distribution Survey have been announced. This survey was conducted for the purpose of rationalization of distribution of food products and optimization of transactions, and the main items surveyed were price shifting, logistics, business practices, electronic transactions, and others. This survey was conducted with 853 companies, and interviews were conducted with 203 companies. The following is a summary of the results.

First, here are the results of the survey on price pass-on. It is clear that food manufacturers and food wholesalers have made progress in price pass-on compared to the previous year, mainly with regard to the soaring costs of raw materials. However, price pass-on of increases in labor and energy costs remains insufficient, and efforts toward appropriate price pass-on of these costs continue to be needed.

On the other hand, with regard to logistics, all businesses urgently needed to take action to improve logistics efficiency against the backdrop of the 2024 logistics problem. According to the survey, more than 70% of food manufacturers, food wholesalers, and retailers have discussed the increase in energy costs with their logistics providers, and more than 60% responded that they have “generally reflected” the increase. This suggests that a certain degree of price pass-through may be making progress.

Furthermore, in the interview survey, many food product manufacturers and food product wholesalers said that the fact that industry giants took the lead in raising prices made it easier for them to raise prices and to get their customers and consumers to approve price increases. This suggests that considerable progress has been made in passing on prices.

In terms of efforts to improve logistics efficiency, the introduction of a truck reservation system has reportedly resulted in a significant improvement in waiting times for cargo. In addition, the introduction of pallets has progressed, and many efforts to improve loading rates through joint deliveries were observed, although issues such as cost burdens still remain.

With regard to business practices, the 1/3 rule for store delivery deadlines remains firmly entrenched in the industry, but some retailers have shown signs of improvement. In addition, the use of electronic transactions is expanding, and transparency and efficiency of transactions are improving.

In response to the survey results, the Ministry of Agriculture, Forestry and Fisheries (MAFF) plans to strengthen guidance and advice to food and other distribution businesses and review related measures in order to further promote proper transactions and rationalization of distribution of food and other products. In addition, the Ministry will continue to seek cooperation from each business operator in order to promote the progress of price shifting.

The results of this survey are expected to provide valuable data for solving future issues in the food distribution industry. Each business should take these results into consideration and work to improve their own transactions and logistics in order to create a more efficient and fair trading environment.
